In the context of the accelerated digitalization of public services and the need for secure and unified solutions in healthcare, the project creates a digital infrastructure that makes data more coherent, more accessible, and easier to use for decision-making and coordination at national level.
The project addresses these challenges by creating an integrated digital platform capable of recording data coherently and in a timely manner in health registers and digital records.
The aim of the project is to increase transparency, improve the quality of information, and build an information and operational support tool for users, within a modern, secure, and interoperable framework. The solution transforms collected data into useful resources for decision-making, planning, and better targeted public health interventions, through a unified and standardized way of working that reduces gaps between institutions and processes.
The general objective of the project is carried out within the initiative to digitalize the activity of the National Institute of Public Health, under the investment dedicated to the digitalization of institutions with responsibilities in the health sector under the Ministry of Health. The project is funded through the PNRR, “Funded by the European Union, NextGenerationEU”.
Specifically, the project develops an application that includes four national disease registers: the National Cancer Register, the National Diabetes Register, the National Rare Diseases Register, and the National Polytrauma Register. The project also includes two digital registers: the Digital Register for recording in electronic records professionally exposed persons to carcinogenic or mutagenic agents and pneumoconiotic dust; the Digital Register for recording in electronic records doses received by patients from medical exposure to ionizing radiation.
It also includes a web portal that provides a single access point for entities involved in the processes of entering, modifying, and viewing data. The solution integrates a module dedicated to security services management and a module for interoperability, so that data is protected and shared between systems under controlled conditions.
The national disease registers are organized systems for the systematic collection of nominal data of patients diagnosed with pathologies of major importance for public health. They support the monitoring of incidence at national level, the assessment and control of disease impact, the planning of medical services, and the substantiation of public health policies.
The digital registers support the monitoring of relevant exposures. They cover occupational exposure to carcinogenic agents, mutagens, and pneumoconiotic dust, as well as patient exposure to ionizing radiation during medical procedures.
To ensure reliable and stable operation, the security module manages the protection of data and sensitive information. It facilitates communication between applications, with options for field mapping and real-time monitoring of data transfers.
The project brings health registers together into a single system and connects them with other e-health platforms. Institutions work faster and in a more organized way, based on the same information. The platform supports digitalization and prepares integration with European platforms.
The system records data correctly and on time, both in health registers and digital records. It increases transparency and provides users with a useful tool for work and reporting. It protects personal data and complies with security and interoperability requirements.
The National Institute of Public Health (INSP) is the specialized institution of the Ministry of Health, with a strategic role in the field of public health in Romania. INSP contributes to the protection and promotion of the population’s health by monitoring health status, preventing and controlling diseases, as well as by preparing studies, analyses, and expert recommendations.
